Zambia’s fundamental development challenge is to reduce poverty, which is chronic and affects about 67 percent of the population with 46 percent living in extreme poverty. The main strategies for poverty reduction are defined in the Fifth National Development Plan prepared by the Government of the Republic of Zambia.
The UN is supporting the national strategy through the United Nations Development Assistance Framework (UNDAF). UNDAF is prepared for four years at a time and it defines UN’s role in the country. The roles of the individual UN agencies are defined in separate documents, based on the national development plan and the UNDAF. For UNDP, this document is called Country Programme Action Plan. Furthermore, to reduce the costs of aid and to make aid work more effectively, Zambia and its development partners have embarked on aid harmonization and simplification initiatives. UNDAF is prepared for four years at a time and it defines UN’s role in the country.
The purpose of the United Nations Development Assistance Framework is to provide a comprehensive framework and approach through which the United Nations will collaborate with the Government of Zambia and channel its combined resources to Zambia during 2007-2010. In line with the UN reform agenda, the UNDAF represents a critical and practical contribution to the call for greater harmonization and integration of the UN system at country level.
The UNDAF focuses on four inter-related areas of cooperation where the United Nations system can utilize its accumulated experience, technical expertise and financial resources towards achievement of the MDGs: - HIV and AIDS
- Basic social services
- Governance and
- Food security
Promoting gender equality and environmental sustainability will cut across support provided by the United Nations country team.
